Dear Mr. Rothenbach and Mr. McConkey:

I have completed my review of the petitions you submitted on the ROAR initiative.  Based on advice from the City Attorney (attached for reference), I have no choice but to reject the petition as it fails to comply with Elections Code Section 9207, which states that “each section of the petition shall bear a copy of the notice of intention…”

It is extremely difficult for me to reject this petition because I know the great lengths that you and all of the participating citizens have gone to in order for this important matter to be submitted to a vote by the people.  Bottom line, it truly pains me to reject months of hard work, which included obtaining the signatures of over 7,400 people.  However, the law is what it is and there is no ambiguity in this matter, thus, I have no choice other than to uphold the law and reject the petition.
